ry, ito kuro-kuro ko lang ah, if utos ni presdu eh yung pera syempre hindi nila pwede ideclare yan. Gagamitin yan sa ibang bagay na kailangan ng pera pero walang goverment resources. Hulidap with a purpose. If hindi ito solely loko-loko pulis operation.
