Nadulas pa ang dila ng DILG.

They know na may threat and yet they chose to keep quiet and even the VM of Davao was told to keep his mouth shut.

So who's fault was it Bato?
there's only 2 reasoning behind this:

    A. prevent panic and hysteria

    B. advancing political agenda

    i favor #1.
for what will publicizing it, accomplish?
dadami lang ang manginginig sa takot and concern.
will its announcement increase vigilance? i doubt it. most of us do not even know "how to do it".
    my opinion.

Preemption would have saved some of the 16. When the mayor of basilan or solo (not sure which one) announced about a threat from the ASG few days ago, the children were not allowed to go to school. That threat itself could have been the diversion for the eventual target that is davao. Just my opinion.

    yespo.
    too many what-ifs.
unless the perpetrators decide to write their memoirs and have it published, we will probably never know the real facts.
and even then, it will be "...facts as they know it...".

Why is it so hard for all of you to imagine the scenario?

davao was tipped off for a threat. So naturally, authorities secured eveything, utilities like electricity, telephone, cellsites, government offices, schools and the malls were informed too, so mall security tightened, all the SOP stuff.

So they chose instead to target where there is no perimeter secuirty at all. it's a night market, kahit san direction pwede ka pumasok.

Like for example banchetto in pioneer, or mercato in BGC.

This also explains the attack in paris. Na-secure ng French authorities lahat ng kelangan i-secure. So what did the perpetrators do, they searched for crowded places even at late night. So the attack happened at 1030pm sa gay bar and those restaurants with face the streets outside table

    ----

Given this, how would one effectively secure an open night market?

it's not really that difficult to secure the target, if one knows what that target is.
but it's impossible to secure "everything".

Dapat may C for Gross Incompetence.

Option A does not apply to southern mindanao since di na bago ang threat ng bombing dun. Option B naman only comes into effect with narco terrorism and country wide coverage of state of lawlessness declaration.

Police hunting 3 persons of interest in Davao blast

    PDI, September 04, 2016 09:36am

DAVAO CITY, Philippines --- Authorities now have three persons of interest being pursued in connection with Friday night's blast here that killed 14 people and wounded 67 others, Director General Ronald dela Rosa said.

Dela Rosa said among those authorities were trying to identify was a medium-built man in his mid-40s, whom witnesses said hurriedly walked away from the massage section of the night market seconds before the explosion.
Many will fit the description-- mid 40s and medium built-- including many tsikoteers, but I'm sure MrBig won't fit the bill because he isn't medium.

But if he is wearing glasses, with circular face, chinky eyes, goatee, "gymfit body," and over-all funny face, Bato doesn't have to go far.

Communists blame US for Davao blast | Inquirer
By: Karlos Manlupig September 4th, 2016

DAVAO CITY, Philippines — The Communist Party of the Philippines is accusing the United States of having a hand in Friday night’s deadly blast here.

In a statement, Siegfried Red of the CPP’s Southern Mindanao Regional Party Committee made the accusation as he condemned the attack that left at least 14 people dead and 67 others wounded.

Red said it was a “US-imperialist instigated” attack in a bid to put President Rodrigo Duterte in a bad light.

Sabi nga ng IRA noon kay Thatcher after failed assassination attempt, "you have to be lucky everytime, we only have to be lucky once".

Anyway after that ridiculous scenario by Lavinia, now comes another scenario from the spent force that is the NPA:

My question is, why did they share the Intel to a civie or a politician? This is need-to-know. Does he have the security clearance? This is a national security matter. Is he in the cluster?

Well being the President's son I suppose automatically gives him security clearance specially that the threat covers their City. By theirs I mean Duterte's City.

What's interesting here is Panelo's revelation. I'm not saying that they did it but rather they used this to further their agenda. "State of Lawlessness" is supposedly intended for the war on drugs judging from what came out of Panelo's mouth, which is hard to sell but the opportunity just knocked the door. ASG bombing add "Narco terrorist" and the coverage becomes nationwide. Brilliant.

Edit: Ah yes here it is...

Formal order on 'state of lawless violence' out soon: Palace counsel Panelo

In fact, Panelo said in a radio interview Sunday morning, even before the Davao explosion, two drafts were being prepared - one by him, another by Executive Secretary Salvador Medialdea - premised on the need to declare the state of lawless violence in order to more effectively fight the problems of illegal drugs and the rampant criminality the Executive says is fueled by drugs.
