Abu Sayyaf claims responsibility for Davao blast – report
MANILA, Philippines – Terrorist group Abu Sayyaf claimed responsibility for the deadly explosion at a night market in Davao City, a report said Saturday, September 3.
Radio station dzMM reported that the Abu Sayyaf, through its spokesperson Abu Rami, owned up to the blast on Friday evening, September 2, at the Roxas Night Market in Davao City.
Abu Rami reportedly described the blast as a "call for unity" among Islamic guerrilla fighters called the mujahideen.
The Abu Sayyaf spokesperson also said this serves as a warning to the Philippine government led by President Rodrigo Duterte, former mayor of Davao City.

No. No person in his right mind would sacrifice 14 innocent lives just to declare martial law when he could declare it anytime. But despite of the bombing, he did not declare it and despite of his Hawkish persona. So, it does tell you something.

Yup in 2003. 40 killed, 200 wounded when airport was bombed in March then pier in April.
GMA then declared State of Lawless Violence in Davao, then created Task Force Davao (TFD) .
Kaya I won't be surprised if a TFP will follow.
