actually in the whole controversy of lto's no registration no travel policy reimplementation latter part of last year and this year, never ako ni flag down while driving thru multiple mmda's and recently hpgs in edsa. that's a good full year of using the car without plates. Luckily no incidents, but then again even if they flag me down, i had my registration with me so i'm not violating anything. (yup 1 full year for lto to produce my plates due to dealership's procrastination and stupidity)
In your case, if you get the car this week for sure pasok ka pa sa 7 day period for you to travel to manaoag without problems, as long as you bring all your sales invoices and delivery receipts with you in case check points flag you down. Though technically the 7 day period is for delivery purposes only, in practice its accepted to be used by the owner. Kaya madami dealers they give multiple invoices bearing dates covering you for weeks, some months even upon picking up the car.
To be conservative and anti delihensya, better have your registration papers already within the 7 day period, in case they flag you down, you can show it. Yun naman yun may violation, no registration no travel, not really the plates (specially for vanity plates na matagal nila ma produce)
Don't know the availability of normal plates now, if its readily available, dapat makuha mo din within a week if your dealer does not delay your registration.
