The Westlake Sport RS is a track tire - it has very poor durability in exchange for very good dry grip. You'd be lucky to last 25,000 km on one set of those.
What tire size are you looking at? I'd look at the Yokohama BluEarth AE01 for a cheap but decent tire from a reputable tire brand.
Cheaper options also include the Achilles 2233, Toyo DRB, GT Champiro GTX, Kumho Ecsta, and so on.

Yokohama AE50 may ganyang size. Good all around comfort tire. If you want a performance-oriented tire, consider the Yokohama Advan V701. I got it for 5.1k for my size (225/45R18), so it should be cheaper for your size.
Achilles 2233 I got mine before for 3.3k so I imagine it's even cheaper for 225/45R17.
