As I was listening to AM radio last week, an LA cop admits that they have a quota. However, he goes on to defend that the only reason why they have a quota is to prove that they are not just driving around doing nothing. The quota was also used for performance review, just as the link states.
n2knee, did you get a CVC 22350? If so, this is BASIC SPEED LAW which I have won 4 times without even showing up in court ;) This is not to imply that I am NOT A MAN (RE: take it like a man comments), this is an indication that I have a little understanding of the traffic law, esp. in Peoples Republik of Kalifornia.
Seems like some of our members here are unaware that there are three different types of speeding.
ABSOLUTE; if you go over 1mph, you are guilty. hence, the word absolute.
PRESUMED; you can speed legally as long as you drive safely (ex: clear sky, not raining, no traffic around etc.)
BASIC; no matter what the posted speed limit is, you can speed without endangering persons or properties. Someone argued that the driver is classified as a "person." However, the BASIC SPEED LAW is not concerned with the driver (unfortunately or fortunately, however you wanna take it). Thus, you can use the argument that you did not endanger persons nor properties.
It is important to see what was written on the road condition from your ticket.
If:
-clear sky
-medium or light traffic
You have a very good chance of winning when you contest the ticket.
I have been given a ticket for being in a HOV/Carpool lane by myself. I was found NOT GUILTY.
One of my ticket, the bike cop even had a radar gun. I was clocked 57mph on a 45mph zone. I was found NOT GUILTY.
I was clocked at 75mph on a 65mph highway/freeway zone. Again, NOT GUILTY. (by law, a motorist is allowed to speed momentarily to pass another vehicle or to give way to a faster vehicle behind) Because there is another law that says no one will travel as to cause the traffic to slow down. Although highway speed in California is ABSOLUTE, you cannot break a law just to abide another law. Clear?
When I got pulled over by a cop in Kings County travelling from LA to SF, before they write the ticket, I politely ask to exercise my legal right to appear on my county seat. If the officer refuses, which they never did, I will write it at the bottom of the ticket "I demand my legal right to appear on my county seat closer to home or work."
CVC 40502b: "Upon demand" cited person may have his ticket adjudicated (tried) at the county seat of the county he is cited in if the county seat court is closer to his home or work than the court closest to his place of "arrest".
Kings County is 200 miles away from my county seat. thus, the CHP or cop wont even bother to drive 200 miles just to face you me court.
Kings County is notorious for writing a speeding ticket btw.

there are COPS. there are PIGS. and besides, it's the career they/you picked. the danger goes hand in hand with the job and you know that beforehand. they/you get paid much more than what a degree-holder-white-collar-office worker makes (at least in major cities), so don't tell me that civilians owe you fine police officers anything. i served five years in the Navy (6 months in Bosnia). i've been given the "finger"; i've had people vandalized my car for having a Navy sticker; i've been called names. it makes me want to choke the living $hit out of them, but guess what? i don't think they owe me anything. it's the career path i've chosen in order to avoid having to burden a lot of student loans. that same logic can be applied to cops. you do your job. you get paid good doing your job. i don't owe any police officers anything.

both you and i have had a loss at some point in our careers as public servants not counting all the guys that wear the same uniforms as we do/did (did in my case since i'm off the navy), but people whom we've shared food with at the dinner/lunch table. two of my close friends whom i went to elementary with lost their lives in the US-Iraq war. i see people protesting against the war in Iraq on the streets all the time. i should feel insulted by the actions of these protesters since i've been to war and i've had buddies lost their lives in the war, but i must not. it's their right to voice out their opinions just as much as it is my right to call a cop "pig" in an appropriate scenario.I have seen too many of my brothers in uniform(and an uncle)die in the line of duty not to be insulted by your "pigs" comment.
some deserve respect and i am not denying that, but there are also many who are just plain LAZY a$$ holes who have big chips on their shoulders and are frustrated that they can't enter the SWAT squad and are taking their frustrations on motorists.
you can deny this, but this is a big source of your revenue!!! it is your cash coffer. one would want to question your main objective when you issue a ticket. is it because you want to keep the streets safe or is it because you're keeping your department's budget in mind? ethics comes into play.You got caught speeding take it like a MAN and pay your fine but don't be a whiner.
i am venting, because of how THIS PIG (need i repeat it? yeah...PIG) handled the whole situation. i disputed how he should not have added the "no proof of insurance" violation when i had my left hand holding my license and insurance card, while my right hand was looking for my registration. he turned around after he took my license (but not my insurance card) and began issuing the ticket. and his response after the fact, "i already wrote the ticket." **take note. this is the same cop that let my neighbor with a verbal warning after he drove 60 on a 35 on Junipero Serra Blvd in his Laborghini while i was riding shotgun with him. and he had the audacity to lecture me as to why they are very strict in enforcing their policies.
when you go above the posted speed limit, it does not necessarily mean you are driving recklessly. it was a case of two bored cops who had nothing better to do.

yung downhill ang nag pa pick up ng speed ng car. i pressed the brakes moderately, as i did not want to ride the brakes. i went from 20 to 35/36, so i pressed the breaks to slow down. doon nya ako nakita, so he may have concluded based from his assumption that i was probably going more than 35/36, but only clocked me at 35/36.
Everyone should be allowed to speed as much as they want. Darwin will take care of the rest.
