Their is no such thing as quotas. When a cop pulls you over, the first thing they are looking for is your attitude towards them. They did actually give a favor by lowering your fine, and residential neighborhood is a sore/sweet spot for the cops because its residential. Remember, law is the law. They don't make'em, they just implement them.
