Malaki yung grinder bro, mawawarak element.. baka pwede yung tile diamond cutter pero delikado kasi konstant speed ang grinder.

Try mo hacksaw or kung may pipe cutter mas malinis ang cut. About 1/2 cm from the lip ang cut, minsan kasi makapal yung filter base so matigas yung bakal near the lip or stuffed ng glue..

LF3564 seems small, your vic is taller by almost an inch. Just like what doc said, why not use taller like BD7028? From your vic sample c-313 using eiken-kk cross reference Eiken.Co.Ltd. Best cross is BD7028.
