either something wrong with the electrical line (voltage) going to the solenoid or the solenoid itself is already faulty ...... since our vehicles use 12V system ..... my guess is it's a 12V solenoid (but ask the experts to be sure) ..... you probably should be getting the measurement closer to 12V ...... 10V or up
