Revised Memorandum from LTO.
Effective February 15, 2017.
*NO REGISTRATION NO TRAVEL POLICY
For new released cars.
You cannot travel or use your car without OR/CR.
Penalty will be implemented for the offense according to LTO's memorandum once you get caught or apprehended of the traffic enforcers.
Effective February 16, 2017
*NO REGISTRATION NO RELEASE OF UNIT
New car will be registered first before we (dealer) release/deliver to client.
*The 7-day window to operate vehicle without registraion is no longer applicable. LTO memorandum:
No Or/Cr, No Travel. Penalty P10,000 for client and P100,000 for dealers
*For those who have their ORCR, kindly add to your temporary plate the MV file no. located at the upper left of the Certificate of Registration and NCR on the lower left side."Last edited by Monseratto; February 17th, 2017 at 10:12 PM.

The latest memorandum from the LTO penalizes owners P 10,000 for using an unregistered vehicle. And since many car buyers opt for low all-in financing (up to 90 percent in the case of some brands) with downpayments as low as P 5,000, dealers are not only facing the higher risk of default.
In addition, car buying will change because of the LTO’s inefficiencies. Imagine paying for a brand-new vehicle only to be able to drive it out of the dealership 90 days after, when the OR/CR becomes available. Vehicle sales, be it motorcycle, cars, or commercial vehicles, will potentially grind to a halt.

naku matagal na yan issue simula pa nung conduction sticker ang ginagamit as car plate. palaging rason ni dealer nasa LTO na ang docs pero ang sabi naman ng LTO wala pa. feeling tuloy ng LTO nagogoyo na sila ni dealer, kaya ayun laglabas ng new memo. dapat kasi si LTO lang ang makakagoyo sa dealer pati na rin tayong motorista

Dealers- late magbigay ng OR/CR application sa LTO
Walng buhay talaga ang car industry sa atin.

February 17th, 2017 11:13 PM #10Okay lang naman scanned copy ng OR/CR diba? Ang ayoko kasi sa mga dealers, by batch ang processing ng registration. Dapat samin na agad ang original since full payment naman agad kami pero kanina 1k PMS ko scanned copy lang ang meron. Wala pa daw sa kanila yung original pero ang date sa OR/CR feb 6 pa.
