Pretty much. Even more expensive brand name cameras in the 3-5k range are pretty crap at night.
But if your front tint is too dark for those to see anything, then your front tint is too dark to really be legal.
Cheap cameras are crap for identifying plate numbers and faces, but at least you have evidence of whether you, personally, are at fault or not.

For private vehicles, won't this be an invasion of privacy if made mandatory? What about the footage? Can this be used as evidence against the owner of the dash cam?

There is no invasion of privacy issue where there's no expectation of privacy. If you're driving on the road whether like an angel or like a maniac, you don't expect any privacy. So there's no invasion of privacy.
