    The odd-even scheme, car pooling, and increasing the number of buses on Edsa to accommodate more passengers were among the schemes being considered by government agencies to ease the traffic congestion in Metro Manila.

    These proposals were discussed at Monday�s hearing of the Senate committee on economic affairs joint with the committee on public works when Senator Bam Aquino asked officials of the Metro Manila Development Authority (MMDA) if the deployment of the Highway Patrol Group (HPG) on Edsa was just temporary.

    �Basically, ang nangyayari, we�re gonna try this first. Kung gumana (ang PHG), we�ll continue to do it. Kung hindi sya gumana we can do other�� asked Aquino.

    MMDA Undersecretary Corazon Jimenez said other schemes can be put back into the drawing board.

    She cited the odd-even scheme and car pooling.

    �And then of course we�re looking also at the number of (Uber), grab cars or grab taxis. I was asking how many of these are already on the roads and have been given franchise,� she added.

    Meanwhile, the Land Transportation Franchising and Regulatory Board (LTFRB) is proposing to increase the number of buses plying the Edsa routes to accommodate commuters specially during rush hours.

    LTRFB chairman Winston Ginez pointed out that at present, there are 3,385 city buses and another 8,741 provincial buses that pass through Edsa.

    Though they have yet to reconcile the numbers, Ginez said one count showed that only 1,500 buses were actually running on Edsa.

    �How many buses do we need to fulfill the needs of our commuters?� Aquino asked.

    Ginez did not give a figure, but said that in their view, the number of buses plying Edsa is still inadequate. �So we have made a proposal actually to lift the number coding insofar as Edsa buses are concerned,� he said.

    Aquino then asked if fielding more buses on Edsa might further worsen the traffic situation.

    �Hindi po ganun ang aming pananaw. Ang key po rito, kung mapapaikot ng mabilis through strict enforcement, implementation po ng yellow lane ay talagang makakaikot ang mga buses po natin so ibig sabihin po nun we can actually accommodate yung mga number of city buses, even 2,000, than what�s actually running now,� the LTRFB chief pointed out.

    (This is not how we view it. They key factor is if we can improve the turnaround rate of buses through strict implementation of the yellow lane, this means we can actually accommodate more buses, even 2,000, than what�s actually running now.)

    Ginez said the deployment of PHG on Edsa for one week and its strict implementation of the yellow lane for buses for one week would show whether the public buses were indeed the cause of traffic on Edsa. Maila Ager

    Perhaps if they just fixed the MRT once and for all, there won't be a need to increase the number of buses. I noticed that the commuters standing on EDSA waiting for a bus only increased dramatically when the MRT started encountering problems.

    For some reason, Northbound from Makati approaching Shaw this morning was unusually heavy than normal. Wait and see if efforts will eventually show improvement as well in this area.

    Perhaps limited lanes due to private vehicles avoidance of the yellow lane?

    Usually kasi dyan, ang fastlane is yung yellow lane.

    Designed to fail talaga yang North bound ng Edsa Rotonda/Taft. From 6 lanes biglang maging 3 lanes na lang then becomes 5 lanes after the MRT station. Talagang bottleneck yan by design. However on the opposite side yung going Roxas Blvd, it's the reverse. From slow down pagtawid ng LRT line, harurot na dahil biglang maluwag.

    What can you expect from that idiot Atty Gines. Common sense that more buses & cars on EDSA the more traffic will be affected , yet he wants to add more buses when the real culprit is the MRT. Just add more trains to the depleted/ broken down trains, the commuter problem is resolved.

    yup buses are low. di muna nagrouta ang mga colorum. maraming daw kalaban sa EDSA...

    O di ba? Kung may political will, magagawa yan. E kahit wala yang HPG, pwede namang gawin yan ni Twinkle Eyes, noon pa.

    Yesterday, I left Makati City at about 5:15 pm. The traffic from Buendia flyover up to Nepa Q-Mart was still the same. It took me an hour to manage this stretch. Got home in Novaliches in 2 hours 45 minutes.

    In fairness, there are areas on southbound lane that were fast moving - Guadalupe bridge, Ortigas, and Cubao.

    Iba talaga pag military o police ang magpapatupad. Sila sila na lang magkakabanggaan kapag may kumontra pa. Mahirap gawin madaling sabihin sawatain mga bulol na bus operators sama mo pa mga pasaway naabusadong road user. Karamihan dyan may mga kapit kaya pikit mata (blinking eyes) na lang mga dating enforcers. Bihirang bihira mapara mga may commemorative plates - lakasan na lang ng loob (kahit pulis pa sila) Mahirap na may masagasaan. Nag-iingat din kahit na sino maupo dyan. After ng term mo or even andyan ka pa kapag may nagbayad para sa ulo mo yun na.

    Umepal pa ang inutil at sumakay ng bus nakatayo kasama mga press. Putik talaga, sabi ng isang gago kulang ang mga bus eh kasi sumakay pa itong si Tole hakot ang press, eh di walang nasakyan ang mga legit na commuters.

    Dapat gawin ni Twinkle Eyes, mag-disguise at mag commute mag isa for two weeks straight. Panay pa-cute lang sa media inaatupag ata from what a lot of us observe.

    BTT: Sadly, i noticed less HPG enforcement this morning, result was the undisciplined drivers (especially the buses) are starting to "feel things out" and are starting to push their old habits again.

    Last night at 9PM, i did not see any HPG and the buses were back to their old ways especially along the Megamall stop, backing up traffic once again. Noticeably, i started to see more buses again so malamang naglabasan nanaman ang mga colorum when they got the "all clear" signal from their cohorts.

    I think the enforcement works but they have to drum up consistency.

    Ang nakakapagtaka. Napanood ko sa news eh kitang-kita naman pala ng MMDA from their command center yun mga perennial choke points and yet parang bulag na walang ginagawa. Mga bwisit

    Am really happy with the traffic flow from EDSA Shaw to Makati today. The volume of passenger cars was still high, but noticeably there were no unruly buses along Crossing, Boni, and Guadalupe.

    What particularly struck me was when I was turning from Shaw to EDSA. The HPG assigned to the intersection really stopped all of us private cars from crossing when the pedestrian light turned green. In return, when their time was up, the same HPG ensured that noone would haphazardly cross while our traffic light was green.

    There was a Fortuner that doesn't want to stop for the pedestrians, and the HPG blocked his way by standing on his path so the pedestrians could continue crossing. It was like Shibuya on a small scale.

    Hopefully, our traffic light sequences are updated so that there's one cycle where it's all pedestrians that can cross. I think the problem is that their green light coincides with one direction's green light, resulting in an impromptu patintero every single time. It also puts the HPG in a difficult position because letting the pedestrians cross will cause frustration to the motorists that have a green light, and vice versa if the motorists are allowed to pass at the expense of the crossing pedestrians.

    Overall, this exercise proves that more than any fancy rule, good implementation and political will are what would make a significant impact to alleviate our inevitably worsening traffic problem. Hopefully this initiative doesn't fizzle out in the coming days.
