In one sense, it's correct. It shows that your vehicle in particular is a hazard to others since it is not moving in the same direction as the traffic at the same speed. It also makes the car more visible when it is backing up into traffic from its parking spot. But it isn't necessary at all times, and it doesn't excuse you from exercising due diligence when backing up onto the road.
Personally, I prefer parking facing out. Don't need to use the hazards or a parking boy to leave the spot then. Thankfully, as we've come a long way since the smoggy 70's, fewer and fewer establishments and guards enforce the stupid "park facing wall" rule, anymore.
