    Dissenting opinion from Atty Lizada. In essence why would LTFRB penalized grab if the fare they're imposing was allowed by the previous DOTC. In fact, current DOTC came out with a new directive to replace the old one. So what grab did was valid and legal.

    Is Tugade blocking Go-Jek's entry into the Philippines because of Grab?
