I have Windows 7 on my netbook and an Intel Atom N330 dual-core cpu based desktop PC. I don't have that problem.
Maybe you should try using a 3rd party video player? I am using Media Player Classic.
You can try downloading the player package from CCCP Project (just google it) so you can update your video codecs as well.
