But President Vladimir V. Putin of Russia has a very different complaint: He is spinning out a conspiracy theory — perhaps as a pretext to seize the country in a military operation that began there early Thursday — that Ukraine and the United States are secretly plotting to put nuclear weapons back into the country.
Mr. Putin’s arguments occupied a third of his speech to the Russian people on Monday, when he made a series of bizarre charges that “Ukraine intends to create its own nuclear weapons, and this is not just bragging.” Then he built a second case that the United States is converting its missile defenses into offensive weapons, and has plans to put nuclear weapons on Ukrainian territory.
Ukraine gave up a huge arsenal of nuclear weapons left over by the Soviet Union in the early 1990s, and used the fuel from its blended-down warheads to drive its nuclear power plants. Today Ukraine does not even have the basic infrastructure to produce nuclear fuel, though Mr. Putin made the dubious claim that it could pick that talent up quickly.
For their part, American officials have said repeatedly that they have no plans to place nuclear weapons in the country — and never have, especially since Ukraine is not a member of NATO.
But that has not stopped Mr. Putin from building a hypothetical case that all those things could happen, some day, theoretically putting Moscow at risk. He built on the theme at another news conference on Tuesday, embracing a series of conspiracy theories that, added together, may well create the pretext to seize the entire country.

A lot of people could definitely relate with the sentiment of UN Secretary-General Antonio Guterres when he said that “this is the saddest moment of my tenure…” as he issued an appeal to Russian president Vladimir Putin.
“In the name of humanity, bring your troops back to Russia. In the name of humanity, do not allow to start in Europe what could be the worst war since the beginning of the century, with consequences not only devastating for Ukraine, not only tragic for the Russian Federation, but with an impact we cannot even foresee in relation to the consequences for the global economy,” Guterres said.
Russia’s invasion of Ukraine on Thursday immediately caused oil prices to soar to over $105 per barrel for the first time since 2014, while the global financial markets went tumbling down. Eastern European leaders as well as US President Joe Biden condemned Putin’s actions, using words such as “horrific,” “reckless,” “atrocious” and “barbaric” – and announced a wave of new sanctions that plunged the Moscow index to more than 30 percent and caused the Russian ruble to hit record lows.
Aside from the US, the UK, France and other European Union nations, Japan, Australia, New Zealand as well as Taiwan have also weighed in, with the sanctions aimed at Russian oligarchs and targeting financial institutions as well as the technology, energy and transport sectors, among many others. Chancellor Olaf Scholz, facing his first international crisis as Germany’s leader, signed off on providing Ukraine with 500 Stinger surface-to-air missiles and 1,000 anti-tank weapons from German stockpiles. His decision sets aside traditional German restraint on arms exports to war zones, a policy rooted in the country’s legacy of World War II aggression.
“Russia’s invasion of Ukraine marks a turning point,” Scholz said in a statement announcing the decision. “It threatens our entire postwar order. In this situation, it is our duty to do our best to help Ukraine defend itself against Vladimir Putin’s invading army.”
Scholz’s move, coupled with an escalation of rhetoric against Putin, came shortly after the government said it’s supplying 400 German-made rocket propelled grenades to Ukraine via the Netherlands, along with 14 armored personnel carriers, 10,000 tons of fuel via Poland and nine howitzers from the former East German army positioned in Estonia.
Amid intense trans-Atlantic diplomacy to marshal a united U.S.-European response ahead of Russia’s invasion, Germany is shifting ground after facing derision for initially declining to send lethal military aid to Ukraine and offering 5,000 helmets instead.
Lithuanian President Gitanas Nauseda, who held talks with Scholz in Berlin earlier Saturday, praised Germany’s new stance.
“You can’t win a war with helmets alone,” he said at a news conference after returning to Vilnius. “It’s a breakthrough for this key European state and that’s something we need to appreciate.”
