If you were not being sarcastic about it, PAWS is a non-profit organization and rely heavily on donations. They barely have the budget to rescue maltreated dogs and cats. They currently 200+ cats and 60+ dogs to maintain. Just think how much money is needed to rescue these dogs. Their efforts are sincere.
The local government though, is a money making machine. They earn a lot from collecting taxes, fees, etc. So, P50 to P150 per dog should be a negligible amount for the local government.

AFAIK, nitrogen is an inert gas and is not poisonous per se. If the animal is subjected to pure nitrogen exposure in a gas chamber the animal will die of asphyxiation which is a comparatively long and cruel process. This will be a more cruel way of gassing dogs than exhaust fumes that have carbon monoxide, a poisonous gas. Aside from, of course, it may prove to be more expensive.

Yung 50 to 150 Php per dog na gagastusin sa lason na yan eh bigay na lang sa mga health center.

The mere fact that the cost increased and that the involved government agency cannot implement the suggestion from PAWS illustrates that we can't find a solution on a cheap and humane way of killing stray dogs.
And with all the revenues that the government is making, they will prioritize more on the needed services for the citizenry such as public education and health services (upon reflection, the said services are deteriorating.)
Still, if we point at corruption as the culprit, it will not addressed the primary problem of finding a cheap and humane way of killing stray dogs. (We'd been battling corruption for decades, already.)
Hence, the solution of the cash-strapped government agency of killing stray dogs. Tambutsohin.

how are pigs killed in slaughterhouses anyway?

For modern slaughter houses, they first electrocute the pigs with high voltage probes placed behind the ears.
Then the pigs are hoisted up with a hook (on overhead) rails attached to one or two rear legs.
Once the pig is fully lifted off the floor and moved over a grated flooring, the throat is cut cleanly through to the arteries with a sharp knife.
The pig moves slowly over the grated floor (via overhead hoist/rail system) as it's blood drains out.
After most of the blood has drained out, the pig is moved on to the next cutting area for further processing and cutting.
