the kuntador by the bahay can be jumped easily, at one's leisure, and in relative secrecy.
the kuntador at the poste can't be that easily jumped, because one would have to climb the poste to do it. i imagine, such action will get significant negative feedback from neighbors who wish to stay within the right side of the law.
if electricity theft will affect the individual costumer, the latter will surely assiduously guard his end of the wire. if the kuntador were there by his house, electricity theft won't affect him and he'll probably laissez faire it.

also, grouped kuntadors can be more easily read, than if they were distributed to each and every costumer's house.

yes, the clustered kuntadors can be interpreted as "meralco don't trust you"
but it can also be a win-win for both sides.
it's up to the observer to decide which one he's gonna side with.

it's there because that's where the step-down transformer, is.

    my thoughts.

When you see these clustered meters that are 3-4 storeys up, It means you're in a bad neighborhood

I believe its to prevent theft of the meter itself

    I wonder....

Whenever I apply for an electric meter, I am requested to provide so much documents, like land titles, business docs, etc.

And usually, subscribers that are hooked to these clustered meters are squatters.

So what documents do they provide for them to apply for such meters?

so this is a reminder that the WORLD will ALWAYS be UNFAIR!

this is how i see it.

"us-the-good-costumers", we have our kuntador by our houses.
we are warranted to guard against electricity theft.
should the latter occur, it can be assumed that "we allowed it".
they probably want proof that we are who we purport to be, in case of lawsuit.

    the informal settlers naman,
    they have no such documents.
but they really don't need it, because from the set-up of clustered kuntadors, it is difficult for them to steal electricity. and even if someone manages to do so, it is difficult to determine the guilty party. from what i understand, all they have to present on a regular basis, are escodas, ninoys, and roxases. should they fail to do so, putol!

I always wondered how Meralco checks the meters. I used to take nueve de pebrero as a shortcut going home when I was working in Ortigas pero my friends said since babae pa ako, to take EDSA na lang kahit mas traffic kasi delikado yung area

same. I thought sa squatters lang yung ganyan. pero why do then even give electricity to these squatters, then they are legitimizing their squatting?

    yes

    why don't you initiate?

    you're probably an executive

    maybe you own a business

why don't you invest in automation / AI and get rid of your workers

    well,
if we prized them and paid them accordingly,
we probably wouldn't have to worry about them shortages of labor.
