    THE GOV'T IS THE ONLY PLAYER LEFT IN TOWN

    lahat ng private companies nag cut ng capex

    lahat ng investment naka hold

    the only entity left is the gov't

    FISCAL SPENDING ang kailangan

    pwede from the bottom up ang injection ng pera

    example mga nawalan ng trabaho bigyan ng pera para makapag grocery / pamalengke para umikot ang pera

    pwede from the top down

    bigyan ng malaking project mga private contractor... magkaka trabaho mga subcon, mag hire ng tao...

    basta kailangan gumastos nang malaki ang gobyerno para may pera umikot

    kasi wala iba gagastos

    this is about economics -- Keynesian economics

    when the private sector is sluggish, government has to be the spender to stimulate growth
