pwede from the bottom up ang injection ng pera
example mga nawalan ng trabaho bigyan ng pera para makapag grocery / pamalengke para umikot ang pera
pwede from the top down
bigyan ng malaking project mga private contractor... magkaka trabaho mga subcon, mag hire ng tao...
basta kailangan gumastos nang malaki ang gobyerno para may pera umikot
kasi wala iba gagastos

There's already enough cash available for a meaningful pandemic response, however, the government isn't spending fast enough to counter the economic fallout of covid-19. Its current socio-economic recovery plan remains unsound as conflicting stimulus bills are being pushed.
