Aside from those external loans and grants, government securities issuances, and the bond repurchase agreement with BSP, the Philippine government has also sourced financing from GOCCs and tax revenues. There's already enough cash available for a meaningful pandemic response, however, the government isn't spending fast enough to counter the economic fallout of covid-19. Its current socio-economic recovery plan remains unsound as conflicting stimulus bills are being pushed.
