MANILA, Philippines – Senator Jose “Jinggoy” Estrada stood up on the floor on Wednesday to tell the “untold” story of legislators’ priority development assistance fund (PDAF) known as “pork barrel” funds.

Estrada said he rose on the floor “to tell the untold story of PDAF well as to expose the biases and prejudices against the opposition of certain opposition like the media, the Commission on Audit, Department of Budget and Management and even the Senate blue ribbon committee.”

The blue ribbon committee investigating the scam is being headed by Senator Teofisto Guingona III, an administration ally.

“Mr President, we have been singled out…” Estrada lamented. “We have been vilified in the media. Even some of our colleagues here in the Senate have already passed judgment on us.”

“Sadly, in the eyes of the Filipino people, we have already been marked as the worst thieves.”

What a dolt! Here is your chance to explain the details behind the COA report and what he does is misdirection. Stupid! I'm paying for your salary so you better talk about the NGOs and the process on how you release your fund.

They say its vindication daw for COA and Grace Pulido Tan as during his speech, Jinggoy did not deny the COA findings, rather asked why single him out since there are a lot of administration allies that are also in the take.

COA head Pulido Tan: Jinggoy didn't deny our findings

Commission on Audit Chairperson Grace Pulido Tan said she felt vindicated when Sen. Jinggoy Estrada did not deny any part of the COA special audit that he called “biased” and “selective” in a privilege speech Wednesday.

“I wasn't hurt. As a matter of fact natutuwa ako na wala siyang dineny. Ang sa akin ibig sabihin nun na tama 'yung aming findings. Lahat 'yun documented, hindi manufactured 'yun. That's a vindication for us,” Pulido Tan said in a chance interview.

The COA head was present at the lower house to defend her agency’s proposed 2013 budget.

Speaking to reporters, Pulido Tan said that in addition to being vindicated, she noticed that the COA report that Estrada criticized was the same one he used to make accusations against fellow lawmakers.

“Siya mismo ang nagpatunay na di kami selective, di opposition lang ang mga nasa report, and he named them. Reklamo lang niya yung supposed selectivity,” she said.
