It clearly shows the Chinese coast guard brazenly getting fish from the catch of the poor Filipino fishermen. In the video, Roque says that it can be easily resolved by talking to China.

Yet in a separate interview, Roque says that the video is inconclusive and that he didn't see actual bullying.

Isn't getting fish that someone else caught already bullying? Especially if you consider that you basically took part of their livelihood.
