    (Reuters) - Macau casino operator Galaxy Entertainment Group Ltd plans to invest as much as $500 million to build an integrated casino-resort in the Philippines, the company and Manila's gaming regulator said on Friday.

    Galaxy and local partner Leisure and Resorts World Corp are seeking regulatory approval for the $300-$500 million casino project in the central Philippine island of Boracay, Philippine Amusement and Gaming Corp (Pagcor) President Alfredo Lim told Reuters.

    Boracay Island is the Philippines' top tourist draw, famous for its powdery white sand beach and vibrant nightlife.

    Seems like Duterte's withdrawal from the ICC is more of a slap in the face than an act of cowardice.

    First and foremost - the ICC has never been able to arrest a President despite having a warrant, even in much more extreme cases of crimes against humanity such as in Africa (Sudan's Al Bashir to be exact).

    Why? Well they have no implementing power. It will have to be the local police/military who will execute the warrant. Do you honestly think the PNP/AFP will do that? Even if there's dissent among the ranks, opposing officials will not be so brash as to incite civil war by going against the president and his big mass of supporters.

    Second - now that he's withdrawn from the ICC, what can they do about it? Nothing. They wanna continue the investigation? Okay. Doesn't matter, nothing will come out of it - at most, it will just create more noise to tarnish OUR image as a country. But investors and businessmen alike are very good at tuning out noise and will only look at actionable changes, and frankly there's nothing the ICC can do.

    So while opposition will use this brouhaha as fodder for critical discussion, at the end of the day it doesn't change anything. Idealistically, perhaps it might change the view of supporters about how crooked their idol really is, but that's unlikely given that the overwhelming opinion among supporters is that Duterte is misunderstood in the international scene and that we should be left alone to deal with our issues instead.

    Duterte has long showed disdain for the rule of law. Last August, Duterte vowed to pardon and promote – rather than punish – any police officer who carried out an unlawful killing. His announcement to pull out of the ICC, which is designed to prosecute those most responsible for grave crimes, is a barefaced attempt to shield him and high-ranking officials from possible ICC prosecution.

    But not so fast. A withdrawal from the ICC requires a formal notification to the United Nations secretary-general, which only becomes official one year later. Even then, the court can still prosecute any international crimes committed while the Philippines was still an ICC member.

    Duterte’s statement highlights the urgent need for a UN-led investigation into the drug war killings. At the current session of the UN Human Rights Council in Geneva, Iceland’s foreign minister reminded the council of its responsibility to “to try and ensure the Philippines meets its human rights obligations.” A UN inquiry would add to the international pressure on the Duterte government to stop the killings and to cooperate with efforts to bring those responsible to justice, including before the ICC.

    Hindi naman daw talaga corrupt si Napoles, nadamay lang, ayon sa comments section. 100% sure na kung hindi si Digong ang presidente, yang mga yan magwawala bakit napunta si Napoles sa witness protection program.

    kahit hindi ka pro-duterte hindi ba obvious what the admin wants to do?

    noong panahon ni PNoy Napoles was used to nail non-LP politicians

    as if naman walang LP politician nag bulsa ng pork barrel funds

    syempre ngayon the admin is gonna make napoles reveal LP politicians who pocketed funds
