CCTV shows cops allegedly planting drugs | ABS-CBN News
Senator Panfilo Lacson on Thursday presented CCTV footage showing suspected police officers planting drugs during a raid at an office building.
The videos taken last October 26, 2016 showed policemen rushing into an office and instructing employees to transfer to a separate room.
The police officers then started rummaging through the desks of the employees. One police officer could be seen taking something from his bag and placing it on the desks.
The footage was shown during a Senate hearing on alleged "tokhang for ransom" activities of police.
Lacson, a former Philippine National Police chief, said the alleged planting of drugs is not an isolated incident and called on the PNP to strengthen its counter-intelligence activities.

Drug operations by the police are suspended temporarily to give way to internal cleansing. Well, that's a great development.
Drug operations are now solely under the responsibility of the PDEA which is under the Office of the President.
To possibly win this drug menace, a pilot team composed of elements from SAF and SOCOM should be created. They should not be more than 30 years old. Train them for six months in arrest, seizure, and law enforcement functions (moral recovery and enhancement should be integrated in the program. and they should receive a salary at least 25 percent higher than those doing desk jobs). They will take the lead in this war under the supervision and control of the PDEA.
Something any proper thinking leader would have done in the first place. Evaluate, then create a unit specific to addressing the problem properly. This is not only a police issue but a social issue as well.

Disaster awareness and preparedness should always be a top priority in this country.
In fairness to the Duterte administration, Project NOAH's budget has been decreasing since 2 years ago. Its supposed to be only a short duration project anyway. Whatever technologies and methods they devised should have been applied/transferred to the relevant agencies. Instead I hear rumors that the project wishes to supplant them.
Then again with Duterte slashing the calamity funds, it still does not bode well.

Agree with your points. The funding and salaries seem to have been devolved, coupled with the slash of disaster funds and having not much information on how the data gathered is utilized and thoroughly dissemintated (up to last year there is still a lack of coordination with LGUs in flood control and mitigation), it may be better the project should be maintained and shifted into transition, before it is shelved.
