    MANILA, Philippines - The transition team of presumptive president Rodrigo Duterte on Thursday bared the eight-point economic agenda of the incoming administration.

    In a televised press conference in Davao City, Carlos Dominguez, a member of the Duterte transition team, enumerated Duterte's plans that centered on taxes, infrastructure, social services and rural development.

    Dominguez, a former Cabinet secretary for the Corazon Aquino and Fidel Ramos administrations, said that foremost, the incoming government will continue and maintain the country's current macroeconomic policy.

    It has been confirmed that Gilbert “Gibo” Teodoro will join Davao City Mayor Rodrigo “Rody” Duterte’s cabinet once Duterte is elected as the 16th President of the Philippines.

    Duterte’s spokesperson Peter Laviña confirmed this news as he has already talked to Teodoro, the former Defense Secretary under the Arroyo administration.

    Laviña did not yet confirm on what position will be given to Teodoro as well as other details discussed during the meeting between Duterte’s camp and Teodoro.

    Gilbert Cojuangco Teodoro is a cousin of President Benigno “Noynoy” Cojuangco Aquino III. They both ran for Presidency in 2010 where Aquino won by a wide Margin. Gibo finished fourth behind Manny Villar.

    Gibo obtained his undergraduate degree in Commerce from De La Salle University in 1985, later he then took and finished his Law studies at the University of the Philippines from 1985 to 1989. Gibo is bar top-notcher when he took the exam in 1997. He was also a former congressman in the 1st district of Tarlac, and a certified Pilot.

    “Duterte always had great respect for Gibo and wanted to support Gibo2010,” said in a previous interview with Duterte.

    Duterte himself once endorsed Teodoro in 2014 that if Miriam-Defensor Santiago offers him to be her vice presidential running mate for 2016, he should accept it.

    Duterte said, “He is a man of integrity and competence. And he would make a good Vice President of this republic. I know him.”

    Duterte who aims to have a “powerhouse of experienced and competent” leaders for his Administration also includes other names that might assume positions under his Administration.

    Aside from Teodoro, they are Jesus Dureza; Carlos “Sonny” Dominguez, Businessman Tomas Alcantara; Mayor Leoncio Evasco Jr. from a town in Bohol; Isidro Ungab, the outgoing congressman of the 3rd district of Davao City; and retired Chief of Staff Gen. Hermogenes Esperon Jr.

    Duterte wants more candidates for the available positions in his Cabinet, but one thing is for sure, Gibo Teodoro is back!

    Pero sa vice presidential at senatorial doon gumana.

    once he wins, make a legitimate complain and you're called a brainwashed idiot who's against "progress"

    People will vote who they vote. Kahit gaanong kalakas ang "machinery" mo, kung wala kang appeal, wala kang appeal. That's politics.

    Ang potential loss ni Marcos kay Leni ay dahil split ang vote between Marcos and Cayetano. Kung vice ni Digong si Marcos, panalo na siya. Pero yung anti-Marcos vote, halos solid kay Leni.

    Baligtad yung Presidential. Yung anti-Duterte vote, split kay Poe at Roxas. Pero kahit mag-back-out si Poe, hindi naman niya makukuha ang votes ni Poe, dahil anti-Roxas din ang votes kay Poe. Kung nag-back-out si Roxas, may chance naman si Poe versus Duterte.

    Pero that would never happen. Even though people were claiming Poe was a Manchurian Candidate, the LP was never going to back Poe, because she is an outsider. And in the end, she proved the conspiracy theorists wrong simply by not giving in to them. (this is not to say that she isn't backed by oligarch money. Just that she wasn't an LP lapdog).

    Simple psychology and strategic analysis. Something that the LP sorely lacked this election. Got lucky with PNoy, due to the timing of Cory's death. Got lucky with Robredo, but just barely... The only "miracle" really, for the LP is "Tesdaman".

    Eh. If they were too incompetent at rigging elections to win the Presidency, so be it. Better than the old days when strong machinery could beat wildly popular candidates like Miriam and FPJ.

    DAVAO CITY—Presumptive President Rodrigo Duterte wants to change the Constitution to lift restrictive foreign investment laws as part of his eight-point economic plan to boost the economy, a senior aide said on Thursday.

    He also plans to spend more to address crumbling infrastructure and make it easier to do business overall, Carlos “Sonny” Dominguez, widely tipped to secure a Cabinet post, told reporters.

    “We will ensure the attractiveness of the Philippines to foreign direct investment by addressing the restrictive economic provisions of the constitution,” said Dominguez, a member of Duterte’s transition team.

    Broad goals of Duterte’s economic strategy was unveiled three days after the longtime mayor of the southern city of Davao won a landslide victory. He is due to be sworn into office on June 30.

    Despite strong economic growth during President Aquino’s six-year term, one of Asia’s worst rich-poor divides did not improve and one in four Filipinos still live on P50 a day or less.

    Critics say part of the problem was inadequate investment and job creation, partly due to foreign investment restrictions in the Philippine Constitution.

    Foreign entities cannot own more than 40 percent equity in certain businesses, including those requiring franchises granted by Congress, such as aviation and telecommunications.

    Some economic sectors are outrightly off limits to foreign investment, including most retail activities, broadcasting, domestic shipping and pharmaceuticals.

    Foreigners also may not own land though they can enter into long-term leases.

    Charter change

    Dominguez said the proposed changes would be done by a constitutional convention to be called by Duterte. However he gave no timetable nor provide specifics.

    Dominguez, a wealthy businessman based in Davao, said infrastructure spending would rise to 5.0 percent of total economic output, compared with a 2.3 percent average in the past 30 years.

    The pledge would address monstrous traffic jams, crumbling rail systems and poor telephone and Internet services that, along with his hardline anticrime position, drove the Duterte election campaign.

    Global credit rating outfit Standard and Poor’s warned last month that poor infrastructure could cloud the Philippines’ efforts to raise to $3,000 the average annual income for every Filipino next year.

    Dominguez also said Duterte would make doing business in the country a simpler proposition like in Davao, where licenses “are given in the shortest possible time.”

    He said the government would also revise the income tax rate to bring relief to employees earning half a million pesos a year or less.

    Those earning that amount or more are taxed 32 percent.

    Cash transfer program

    The conditional cash transfer program, started by President Gloria Macapagal

    Arroyo and picked up by Mr. Aquino would be expanded, Dominguez said.

    About 4.3 million poor households now receive monthly cash grants of up to P1,400 to encourage them to keep children in school and help pregnant women receive proper medical care.

    Dominguez also noted the investors’ bullish confidence over the election results even as he bared an eight-point economic agenda of the new administration.

    Dominguez said the increase in the value and volume being traded on the stock market following Duterte’s election only showed the investors’ confidence.

    “We are very encouraged by the reaction of the stock market on the election of President Duterte,” he said.



    Bullish

    “In the last three days, the stock market rose in value by 5 percent, its volume reached P13 billion, which doubled the normal volume in the last couple of months on the daily basis,” Dominguez said.

    “The peso has strengthened and the increase in net foreign buying was almost record high of P1.9 billion, which only shows that the investor community is very bullish about the elections, how it was conducted and over the election of Duterte as President,” he added.

    He said Duterte would initiate reforms in the Bureau of Internal Revenue and the Bureau of Customs which would be complemented by reforms within the bureaucracy of these tax collecting agencies. With reports from AFP and Germelina Lacorte, Inquirer Mindanao

    I do not know how he will do it,- pero sibakin na ang mga kawatan ng BIR at lalo na ng Customs..

    The 8-point agenda is mainly to appease investors that no radical change will happen soon. Or yet. Or ever?

    What's more important is who will be appointed to administer those agenda. The team who will screen.


    Digong's focus will really be on peace and order.

    This is one of the things I'm keen about. If kakagat ang DU30 administration as political payback to one of its supporters. Approving this self-serving proposal will worsen the traffic situation in MManila. The solution is to move people, not cars.

    errr... i can't seem to load the material..

    but i don't think this will solve the gridlock at the exit side of the flyover.
    solving one gridlock simply creates another one down the road...

    perhaps we should start by giving the roadway back to the motorist, and the sidewalk back to the pedestrian.
    also... is it not time that these road constructions be given real deadlines? i mean, many of these are "naka-tengga lang" for long periods of time.
