agree doc, easier said than done
we can't blame some that prefer to stay, if yun lang ang natitirang property nila.
places na may source ng drinking water ang unang i-populate ng tao. then comes next yung source ng pagkain. and most places around or nearby volcanoes are so fertile that cultivation of food crops is easy.

We can't blame them to say in basically a barren land now? There's no water, electricity, food source, etc plus the looming deadly eruption that's coming and will certainly result to their deaths.
Pwede naman sila bumalik basta huwag na sila mag expect ng tulong from govt or anybody else.
Pwede naman nila sabihin they will absolve LGU and everybody pag namatay nila and huwag na sila I rescue pag pumutok na taal. Saka hinde na rin sila isama sa evacuation center just in case makalabas sila ng buhay.
They obviously don't value their lives, so why should everybody else bother as well.
Itong mga ito yun unang-una magreklamo pag hinde nakarating agad tulong from govt dahil sa kagagawan din nila.
