It also takes a very expensive faculty to be on that list and well-funded research grants to be able to get published and peer-reviewed.
If you have a nobel laureate with tenureship in the University (especially in the Sciences) or a recipient of a Fields Medal (Math), you will automatically shoot at least a hundred spots up. In the Philippines, it is very common to call a college teacher "Prof" even if the teacher does NOT have a masters degree. In more reputable places of learning, one cannot be an assistant professor with anything less than a Ph.D. An assistant professor, with a docorate, will typically cost about $100k in salaries alone, and this is without tenureship.
The progression path is typically: grad student > faculty associate > Ph.D > faculty member > assistant professor > research published and peer-reviewed > associate professor > tenureship > professor.
On the research side, you not only need to publish, your work also needs to actually be cited by other researchers. Dare I say it, the amount of citations weighs just as heavily as the amount of published material. You can be the most profilic university in terms of publications, but if these are not cited by other researchers, then what's the point?

The likes of NUS (Singapore), Nanyang (SG), University of Malaya (Malaysia), and UKM (Malaysia) were not rated as highly in the 80's and early 90's. However, these schools had the foresight to implement strategies to compete among the best, using the same rubrics that schools are rated on. What we are seeing today is over 2 decades of that strategy being implemented. There is also active government support on the research and development side, as the governments also end up hiring from the very best graduates of these schools.
Chulalongkorn is a bit different, though, as they have always been one of the best in Asia ever since.
Sa Pilipinas kasi, masyado tayong nabibilib sa sarili nating reputasyon pero ang totoo niyan, napag-iiwanan na tayo. Had it not been for the sheer size of UP (it doesn't include just Diliman but also Manila, LB, Baguio, Visayas, etc.) and its state funding, we would not have a school in the top 400.
Its all about the money. Nanyang Technological University is a relatively young institution but it got so many donors and funds that it was able to hire and some universities and organizations say "pirate" their best. While UPLB has trouble asking DBM for money to buy a 4x4 vehicle for use in one of its remote research station, NTU has research groups working in other countries in SE Asia and Australia.
I remember attending a scientific workshop in japan 10 years ago, a colleague presented how the Philippines has about 100 seismic monitoring stations, sitting down afterwards proud of herself, when a colleague from taiwan presented over 500 sites and were now deploying below the South China Sea! Para daw siyang sinampal.
Bawal na walang masters degree actually. Kaya instructor na tawag sa hindi nakakuha ng doctorate.
Students na lang nagkakamali nang tawag. Yung iba tinatanggap naman as Instructors kahit wala pa masteral pero need mag-enroll while teaching.
I agree though na yung UP masuwerte dahil sa government support at laki nila. Mahal magpa-aral ng techear para maging doctor tapos graduate ng isang sikat ding university. Kaya need talaga funding. Dyan lamang talaga UP.

if you start with good faculty and pay them well and fund their research, they stand a better chance of being productive, i.e., publish. their work ethic may also favorably inspire their students to publish.
if you have good faculty but do not pay them well, they will probably be tempted to do non-publishable work, i.e., sideline, trying to earn a decent salary.
if you have non-good faculty, they won't publish quality, no matter how much they are paid.
it takes decades of hard work, to come up with quality reputation.
On the other hand, the tuition fee in ADMU/DLSU is around 1/5th of the tuition in NTU/NUS
Chulalongkorn is around the same
It's money well spent as Chula was in the Top 100 last year, with NUS even breaking into the top 10 at one point.
Whereas, ADMU and DLSU are not even in the top 500. Heck, there are even universities in Pakistan ranked higher than ours.

And, truth be told, throwing money at the problem isn't necessarily THE solution. As I said in a previous post, the likes of NUS and UKM implemented a successful strategy to get their rankings up, using the funding as a means to implement the strategy.
Many alumni/alumnae also seem to think that these rankings don't matter and that our universities are doing just fine. In a globalized economy, these rankings will matter more and more.
if the target users (the employers) are limited to locals, then the big four or five have little to fear.
but if the locals have to compete outside the country, it'll be an uphill crawl.
users usually prefer homegrown, because that is what they know more about.
if the furriners come and compete with the local talent, will they have the upper hand? not necessarily...

back in the early 2000s when the QS Rankings first came out, that was the pushback sa UP: pera-pera lang yan, di bale we're still the best in the Philippines! There was even a call to boycott these rankings. But then the wake up call was "big fish, little pond". Nagkaroon naman ng reforms and UP and other schools began to rise up on the list in subseqeunt rankings.
I read this qoute about school vs real life… might not be true.
