    AFAIK, some countries (or states in the USA) do require that the headlights be turned on during a rain but NOT their emergency / hazard lights.

    Try check online motoring tips and I bet you wouldn't find a reputable site recommending that the hazard lights be turned on during rain, they only recommend that if the rain becomes too heavy you should pull over and turn on your hazard lights:

    +1. Also, doesn't red travel farther and cut through better than yellow? like what mbeige said, rear fogs might be less confusing and may appear clearer than hazard lights.

    As for the zero visibility, I can disagree with that. The worst rain that I’ve encountered caused the visibility to drop to only 5-10 meters but still I was able to see the red tail lamps of the vehicle ahead of me. The same goes for heavy fogs in Tagaytay.
    Worst fog I've driven through was in Tagaytay a few years back. Driving in twisties through fog is different, and more difficult, than on straight highways. But, yes, the red tail lamps shone through the fog.

    To add also, many people complain about the relatively low visibility of the road ahead BUT have dark & heavy tints in their windshield and front side windows.
    Hehehe! Now this is another story.

    Though if you have really poor eyesight then I think that you should instead pull over in a shoulder / gasoline station / parking lot / etc., use your hazard lights and just wait for the heavy rain to subside.

    Yes, you're correct on this. Red does travel farther due to its longer wavelength and hence will be seen first from a distance. Blue, with its short wavelength, is hard to discern from a distance, kaya rin headlights with a blue tinge provide the driver with a very tough time seeing.

    In addition, rear fogs also light up brighter, and indicate that the vehicle is moving because only one side is lit. Once you see this, you'll also notice the dimmer taillights, which will indicate that the car has its lights on as well.

    Ano ba standard for rear fogs? Driver side lang or both sides? Europe ata driver side lang.

    For Europe, it is required to have a rear fog lamp regardless if it is single or a pair. If it is single it should be at the left side.

    Driver's side or center sa Europe.

    Sa China, both sides usually. Ewan ko lang if dictated by law yun o gusto lang nila maging pogi. hehehe.

    The fog lamp indicates the side the driver is in, usually. If in Europe, there are countries that have RHD traffic while others have LHD traffic. Of course, in Manila, the rear fog lamp should be on the left side of the car.

    naka-on ilaw ko kung medyo malakas na ang ulan. kung naka intermitent lng yung wiper hindi ko na binubuksan ilaw. but never hazzard light.

    i used to drive in the desert. pag sandstorm, we were required to turn-on the hazzard light kahit tumatakbo on convoy. hindi kasi kita kung tail light lang. anyway, that's another topic.

    AFAIK, none.

    If there is, all brand new vehicles would be equipped with one.

    Only a few vehicles are equipped with OE rear fog lamps... the previous gen Toyota Rav4 (since what we are getting here is the same one that will be sold to Europe), Ford Focus, Nissan X-Trail, etc.
