Is this a new LTO - MMDA modus operandi?

I don't know if this kind of modus operandi ng LTO and MMDA e me mga tsikoteers nang naka-experience... I just read a thread about this sa BNCXE and this bad experience happened to me today while trying to renew my drivers license.

This morning, I went to LTO Ayala MRT office to renew my driver's license. More than 1 hour dun pa lang sa medical. Nung i-pa-process na yung ID, I was told na meron daw unsettled apprehension sa record nila from MMDA. Nung chineck ko yung nakalagay, I was apprehended daw September last year. Ang nakakapagtaka e this apprehension NEVER OCCURED dahil I haven't driven a vehicle for more than TWO years now since I last sold my car late 2006 (reason also why ngayon lang ulit ako nag-post dito sa tsikot). And kahit na before that, I was never apprehended for any traffic violation. I was told na i-settle ko daw muna sa MMDA office before they could issue a new driver's license. Me mga kasabay ako (tatlo kami) na ganun din ang problema. Yung isa pa nga e, she was contesting na out of the country sya nung date na nakalagay sa apprehension nya.

I read from the other forum (BNCXE) na marami na daw nabiktima ng modus operandi na to ng LTO at MMDA. Marami din cases na kahit na na-settle or nabayaran mo na yung violation ticket e lumalabas pa rin sa record nila na pending yung violation mo. So by the time na mag-re-renew ka e sisingilin ka ulit. At syempre most of us pag matagal na yung violation na yun e wala nang maipakitang resibo to prove na settled na nga yun. Pero kung meron kang proof, e sasabihin nila error lang. So advise ko sa mga merong o magkakaron ng traffic violation... i-settle po ninyo ang violation nyo at itago yung receipt para me maipakita kayo pag nagpa-renew kayo. Pero ang problema is kung wala ka naman talagang violation e pano mo mapapatunayan yun kung ipagpipilitan nilang meron nga sa record nila... so wala kang choice kundi magbayad kahit di mo naman ginawa.

Grabe na at sobra na ang harap-harapang pang-gigipit sa atin ng gubyernong ito. Nagpapaka-hirap ka para maging good citizen at magbayad ng tax tapos ganito pa ginagawa nila sa atin.
