Mazda vs concrete barrier

this was it .. saw it in another forum .. driver tried to avoid a car that made a fast and wide u-turn that snuck into his lane .. he missed the car but he smashed into the barrier .. but ang masakit eh walang insurance since the car was bought in cash and the owner hadn't processed the insurance papers .. at least walang raw nasaktan ..

yikes, pero di ba pag nagparegister ka ng car, kelangan ok na yung insurance bago iregister yung car? Ang alam ko kasi hindi mo makukuha yung plates pag hindi naayos ang insurance.
