Or, maybe we should adopt a system which guarantees a swifter and more drastic resolution of traffic infractions by PUV drivers.
Personally, fines and suspensions really don't cut it anymore. I'm more in favor of something more draconian, a 'la Singapore like caning if the traffic infraction causes damage or injury to persons or property. It should be done very publicly so that these PUV drivers will think twice before every disobeying traffic rules again.
For the operators, summary impoundment and revocation of franchises after the 3rd infraction ought to do the trick. And, where those pricks in the LTFRB with vested interests are concerned, have them dismissed from the service as well.

The LTO does not think of ways to monitor driver's licenses issued. Under the Traffic Code, a license may be suspended or revoked if, within a 12 month period, a driver commits traffic violation three times. But the LTO does not have a database. This is actually a demerits system that's being practiced in advanced countries.

Prior to being hired by Joanna Jesh, Labin was a trucker who had flunked the test “three times” before finally obtaining a driver’s license on his fourth try, the LTFRB official told the Inquirer.

In 2008, a speeding Joanna Jesh bus figured in an accident on Edsa that killed an optometrist.

This is what we really need to inculcate in all of us-- sense of accountability for our actions. This applies to citizens and government alike. Each citizen must know that if he does something wrong, then he must expect imposition of penalty. On the part of government, it must exact accountability from its citizens. In other countries, drivers know that if they commit a traffic violation, their license may be suspended or worse revoked, and without a license, their mobility would be severely restricted. This is especially true in California where most people move around in their cars.

Replaced with the Pilot Sport 5 na ata, but the available sizes aren't yet as broad as the PS4.
