Potential hazard nga which could suddenly veer left or right (hydroplane etc) or slow down abruptly anytime? Mas kamote yung didikit o magoovertake (dito lang tingin ko issue yung di makasignal left or right) at speed kung totoong low visibility imho. Otherwise generally mabagal at diretso lang takbo kung adverse weather...there's this study before iirc that flashing lights allow you to notice and see farther so attention grabbing siya although pag steady masmadali matancha ang vector (speed, direction, etc). For me personally, i'd rather be able to see the guy and make adjustments rather than mabulaga. Pag nagkabangaan, more than the improper use of hazard lights, e yung kamoteng dumikit at mabilis ang takbo low visibility na nga.
