They still do it today when they need to repair the body and other external structures. We have to remember that they have very small budgets for repair and maintenance of their vehicles. That's why so many of them break down, and worse, lose their brakes.

More-so the colorum buses that ply the major routes without any kind of proper documentation. Do we really think their vehicles are inspected and regulated for safety here in Da Pilipins?
