Sir, paano mo na-solve? Pwede malaman?

wayback 2002,humingi ako ng advice from TMG Baguio City,sabi nila kuha daw ako ng confirmation copy ng OR/CR from Manila kc dun nakaregister yung car dati.after nun bumalik ako ng TMG Baguio to have a clearance...after that dumiresto na ako sa LTO Baguio,then after 1 hour I got na brandnew OR/CR sa name ko. luckily they dont ask me about the "Emcumbered" thing...
