Well, foresight is really about seeing things way before the fact. Unfortunately us Pinoys don't have much of that in terms of planning.

Re. placing the blame solely on Roxas, that's getting old and long on the tooth and it seems that some people just cannot seem to let go. It was discussed lengthily and repeatedly before that the MRT service contract (penned during the Ramos Admin?) kept the government tied down and the PNoy Admin tried to negotiate and get out of it. The breakdowns were a result of the negligence of the MRT proponent and its maintenance contractor, which the government could not control.
