    Noy tells Abaya: No more NAIA blackouts

    MANILA, Philippines - There should be no repeat of the power outage that crippled the country’s premier international airport for five hours over the weekend, President Aquino told the airport manager and the transport chief yesterday.

    “The President has directed Secretary Abaya and airport general manager Honrado to adopt contingency measures to prevent the recurrence of the power outage that disrupted operations at NAIA-3 over the weekend,” Presidential Communications Operations Office Secretary Herminio Coloma Jr. said.

    He was referring to Transportation Secretary Joseph Emilio Abaya and Manila International Airport Authority (MIAA) general manager Angel Honrado.

    At the same time, airport authorities were also “instructed to maintain vigilance so that the safety of travelers will be assured continuously,” Coloma said.

    Abaya and Honrado were summoned to a meeting at Malacañang yesterday afternoon.

    The MIAA said a Manila Electric Co (Meralco) substation tripped, causing the Ninoy Aquino International Airport Terminal 3 to lose power.

    Meralco spokesman Joe Zaldarriaga confirmed the tripping, but clarified that the trouble lasted only for about 45 seconds and the substation was able to immediately restore power supply to NAIA-3.

    He said Meralco dispatched an inspection team to the NAIA substation at 1 a.m. Sunday but found the facility already working. Zaldarriaga said the blackout continued due to “load pressure from the internal electrical facilities.”

    Nonetheless, Zaldarriaga said Meralco is checking all its facilities serving the NAIA-3 to prevent another power failure at the busy airport facility.

    “Based on our assessment, the power interruption that occurred was apparently due to problems in NAIA’s internal electrical facilities,” the Meralco spokesman said.

    He declined to give an update on the meeting between Meralco and airport authorities.

    “We are working very closely with NAIA-3 and part of that is to do an inventory which includes a thorough check as well on all our facilities serving the terminal,” he said.

    “We are committed to provide efficient, adequate and reliable electric service, especially to a very vital installation like NAIA-3,” he added.

    The five-hour power outage forced the cancellation of 82 domestic flights and delays in four international flights. “NAIA and Meralco are still investigating the incident,” Department of Energy director Irma Exconde said in a text message.

    Goes to show that this supposedly "good" president is no different from the bad presidents before him when it comes to friends, cronies, family, etc. etc.

    I remember Prisco Nilo, head of PAGASA in 2010, was unceremoniously sacked for making one wrong forecast.

    Eh si Abaya, Honrado, etc. ilang kapalpakan na ba ang kinasangkutan pero nakaupo pa rin sa pwesto? Bulag ba ang presidente natin?

    Tsk. Tsk. Ninoy and Cory must be turning in their graves. What a disappointment.

    Sir, don't expect anything when 3 morons meet. It's a meeting of idiots. Worse, sinama pa ang Meralco & DOE sa white wash story as a result kuno ng investigation. Kung tayong taong bayan eh alam na ang root cause ng problem ay incompetence, what the hell is the investigation is for??? Just to come up with another story telling a lie.

    The problem is very elementary that a grade 6 pupil can easily solve by commons sense, not even technical.

    Problem Statement : Power trip resulting to no power.

    Actions to be take :

    1. Start all back up power generators and switch from line load to back up power.

    2. 10 gensets are available but 1 cannot run. Assess load capacity of 9 gensets running and identify critical load equipment/facilities to run. Reduce (if needed) central aircon & lighting load to max out critical items
    needed to run.

    3. Communicate/coordinate with Meralco as to the root cause of power failure and when power can resume.

    3 basic elementary steps hindi pa nila nagawa..... MGA INUTIL!

    Thats the problem with PNoy. Di nya kaya mga kasamahan nya s a LP. Abaya should have been let go a long time ago. Party politics at its finest. Same thing will happen if Mar is elected.

    its the reverse part of it, takot ang pinoy patalsikin si pnoy at si abaya...

    just like nung april 1, 2016, lumaban ang mga kawawa mag sasaka, napatay... yan lang ang katapat ng ordinaryo tao sa pinas...

    alam ko may batas tayo na criminally liable ang sinuman tao mag disrupt ng airport operations, di ko lang makita sa internet para i-reference, pero madami ito signs na ito lalo na sa mga ticket office ng airlines...

    Kasalanan naman ng NAIA ito at di ng mga airline companies. Pwede ba isingil ito sa gobyerno?

    On Tue, Apr 5, Manila International Airport Authority (MIAA) general manager Jose Angel Honrado spoke to reporters about the five-hour power outage at the Ninoy Aquino International Airport Terminal 3 (NAIA-3) last Sat, Apr 2.

    "A sub-station of the Manila Electric Company (Meralco) at NAIA tripped, causing Terminal 3 to lose power at 8:40pm. The lights went back on at 9:25pm, the power went out again at 9:47pm," reports Manila Bulletin.

    The report had added: "International airlines that were affected were the Cathay Pacific flights, Singapore Airlines, KLM, Emirates, Philippine Airlines (PAL) Express and Cebu Pacific Air that have to cancel their 24 domestic flights due to power outage."

    Power was restored at around 2am on Sun, Apr 3.

    "Honrado explained that while 9 out of 10 standby generators kicked in, Generator Set 2, the most important of all, failed to come alive, because the batteries needed to start them were out of commission," reports Recto Mercene in Business Mirror.

    However, reporters were perplexed when Honrado himself revealed that they had known that Generator Set 2's batteries needed to be replaced since August 2015.

    Honrado was quoted as saying, "The last maintenance check was done on August 30, 2015...we found out that the batteries need replacement."

    The report then noted: "Honrado, however, failed to explain why it took eight months to purchase the batteries, which could be done by 'emergency purchase' for important items. Honrado said they bought the batteries on April 4, 2016."


    Despite this latest fiasco, Honrado maintains that he will not resign from his post. President Noynoy Aquino has likewise not asked him to step down. This has been Honrado's standard spiel.

    It may be recalled that aside from being in charge of Aquino's security detail back when he was campaigning in 2010, Honrado also served in the Presidential Security Group (PSG) during the time of President Cory Aquino. Moreover, he's related to the Aquinos. He's said to be "a distant cousin."
