On May 6 (Monday), government agency Bases Conversion Development Authority (BCDA) CEO Arnel Casanova went at the site of SM Aura, a new shopping mall that is soon to open in an adjacent property leased from the Taguig City government.
Casanova arrived with heavily armed security men (see photos w/armalites even with the effectivity of the election gun ban) ordering SM contractors to stop construction on the sidewalk along McKinley Parkway.

Right after his inspection, a BCDA security officer went to the site and insisted that he received instruction to stop all construction along the road. The lady legal officer
representing SM was trying to reason with him but to no avail. Another person, the
contractor explained and showed the BCDA security officer that the property/access road had the necessary permit. In his futile effort, the BCDA security rudely insisted that SM should get a court order for it to continue construction.

A Taguig City government representative came to the scene together with Traffic
Management personnel and confirmed that the contractor's documents from the Taguig government are in order and has the permit to pave the road but these efforts were unheeded.

To further prove his point, BCDA security summoned two (2) trucks to park on the access road to disrupt construction When the Taguig police asked the driver to back off and give his license, the BCDA security officer said "wag mo ibibigay lisensya nyo, bumaba ka na dyan..." Then the driver walked away from the truck with the key in blatant disregard.

The truck is still parked there with its tires removed, manned by the BCDA security.

Until today, portion of McKinley Parkway is still unpaved and concrete barricades at the back are still seen, preventing access to the shopping center.

Oh! So that is why the access road is not yet finished. I thought it was weird with the mall all nearly done and the road not yet paved and connected with the rest of the road network. Public tax money at your dis-service!

Kups yang si Casanova. Even longtime employees in BCDA don't like him. He disregarded city officials of Taguig regarding the use of the right of way when it's very clear that the local government has the right to administer roadways within the city.

Style talaga niya ang lulusob, Gestapo style like what he did in Camp John Hay.

I passed by the area today. There's a long line of people outside SM Aura and it was not even open yet. That's a lot of sacrifice to go malling

Yeah, the John Hay ish is ugly. I was following that before also. I'm sure there's a lot of PPP in the BCDA...

The land on which SM Aura Premier stands used to be part of Fort Bonifacio. That portion was turned over to Taguig City. As owner, Taguig leased two parcels at the civic center—the 2007 lease with an area of 15,000 square meters, and the 2008 lease with an area of 18,975 square meters. Total area: 33,975 square meters. SM won the bidding. SM proceeded with the construction of the building after getting a project approval from the Taguig government
    .
The BCDA claims that it owns the road right-of-way leading to the building, the road that passes through the McKinley Parkway and leads to Forbes Park and then to Edsa, the nearest route. With the closure of that road, the public would now have to go through a long circuitous route to reach it. There is a law that guarantees the owner of a property surrounded by land owned by others a right-of-way to the nearest major road. The SM Aura Premier case is one such case.

I don't think SM will live up to its being a premiere mall. Ngayon pa lang pinipilahan na yung opening nila They're not even on sale.

Actually given the initial line-up of stores nila na open na, you can see Bayo, Maldita, etc... They are not on sale but malupit naman yung pagbibigay ng 500 pesos ng voucher!
