September 13th, 2014 08:45 PM #94ayaw kasi nila (the politicians) ma traffic pag bumibyahe sila. selfish bastards. sa totoo lang andaming side roads sa manila na unutilized dahil kinain ng mga formal at informal settlers ang mga kalsada. na-realize ko lang to nung nag-motor kami ng officemate ko. dami niya tinuro na pwede daanan ng kotse kaso di na magkasya, motorcycles nalang.
and even if manila's roads have trucks 24/7, the most basic thing they should do is put an enforcer in every major intersection to avoid clogging the intersections itself.

Why are the ports still congested?
Buy 1 Take 1 sa Baskin Robbins and their reason was the port congestion! They have very little flavors to offer kasi.
This is really bad for business. I guess they regret doing business in the Philippines

There are other reasons why the port is still congested until this time. Everything Almendras et al did was just a band-aid solution to an already gangeric wound. The erap-isko truck ban was the most publicized culprit of the congestion. What wasn't publicized was the massive alert orders issued by the bureau of customs that take like forever to render a decision with finality.
Ports utilize the First in First Out (FIFO) policy to ensure the smooth flow of containers from the ship to truck to the warehouse. This policy can withstand a certain period of delay arising from unforseen operational incidents (equipment breakdown, fortuitous events, etc). Factored around this policy is the policy of the BOC with regards to the issuances of alert order. This is the equivalent of your traffic flagdown for violation of rules and regulations. BOC has to FINISH the process of clearing alert orders within 72 hours of its issuance. However, due to practicality reasons, a five working day period is an acceptable norm especially if the alert order involves more than one container.
Almost everyone appointed by Pres BS Aquino has failed to observe this rule. Add to that is their propensity to issue "shotgun" alerts (bahala na si batman kung sino tamaan) and sit on them for weeks end. The latest top level appointee of Pres BS has mastered such an art and has extended its trigger-happy activities up to mindanao.
So now, how does this explanation effect port congestion? I'll make a hypothetical example:
Lets assume that the yard is empty and all equipments are working. From 10-14 nov, the port of manila is expected to receive 15 cargo ships each carrying 400 containers. Container yard can handle/store a maximum of 1200 containers per day. Nov 10 - Ship no. 1 arrives at 0500H and discharges her containers. 1000H 30 containers are placed on alert order. Ship no. 2 arrives at 1400H and discharges her containers. 1600H 30 containers are placed on alert order. 1430H another 40 containers are put on alert FOR SHIP NO. 3 which is due to arrive at 2200H. So now you have 100 containers sitting in the yard while 1,100 are patiently waiting for their trucks to pick them up. Note that up to that time (1430H) BOC has not initiated any attempt to physically verify contents of containers. Now keep that up for the next 5 days and you have 500 containers sitting in the yard.
So the next time we blame the truck ban for the port congestion, try to ponder upon that information and decide whether its Erap-Isko that we have to blame (no politics here . Id just like to share what I know).
