In Hong Kong, the authorities won't allow purchase of a car without showing title to a parking slot. In Singapore, parking is via parking fee coupons for HDB flats, hefty fine for those cars without valid parking coupon. In both countries, car prices are sky high, precisely to keep numbers in tight control. Singapore does it via public bidding for "Certificate of Entitlement" or COE to buy a car. I think we should have both: require parking or government provided parking but with parking fees and hike car registration fees to include COE type fee. But government must improve public transport first.
