Would anyone know what time the LTO Satellite Center in MegaMall opens in the morning? May lunchbreak ba sila?

One other question: My non-professional driver's license expires in September 2009. But I'm expecting to be out of town most of that month because of work. What's the earliest time I can renew my driver's license BEFORE it expires?

I think you can renew 1 month earlier. i suggest you do it around the last week of August.
