I think it is part of the solution as long as he/she fits the bill and stays true to his/her job description:
It does require a really concerted effort to coordinate this. But he/she's got to be given a voice and a big stick to get the job done. This would be one legacy that P-Noy can go out with, instead of just saying that traffic means that the economy is good enough that people can afford to buy cars.A person who can make snap decisions and be man enough to take on the voodoo magic/curse that he/she will get should he/she make the wrong decisions in managing Edsa’s traffic.
