as mentioned already.. in some countries you are allowed to use your hazzard lights in really bad conditions.. but then when you do, the weather conditions are so bad that you are hardly moving at all.. if you are moving its because you are driving to find a safe spot to stop and wait for the conditions to get better...
i agree also that the visibility of your red parklights are almost the same with your yellow or amber coloured hazzard lights.. and besides in the US majority of cars still use Red colored lights for their signal lights. so the argument that yellow is brighter than red is defeated.. in europe you are allowed to use your hazzards lights if you are driving fast and suddenly have to slow down.. but it goes down to how you can communicate to others if you are turning left or right, with your hazzard light on.. you cant communicate..
