I also drive with my headlamps on. Studies have already proven that the increased visibility can reduce the potential for accidents. As for the taillamp issues, I have a third brakelamp and all my taillamps are functioning.
The first DRLs were high beams not running on full voltage. Some newer systems use a bright amber lamp (mostly GM vehicles).
DRL's are not mandatory in the U.S. They are mandatory in Canada and Sweden.
Volvos can be set to run DRL's with a turn of a screwdriver. However, I still prefer turning the lights on manually.
