    but yes, bring the car to a fixit shop. they'll remove the plate and have the nearby machine shop punch it out. be sure you have a replacement stud on hand, though. the auto parts shops should have these on hand.

    welding? on a part that is subjected to high torque? never! it won't last the first wheel installation.

    Basically you will have to replace the stud bolt. The reason why the lug nut is not tightening is probably you have stripped the threads from it from over-tightening. If you want to do it yourself, you will have to strip the rear wheel assembly to be able to remove the damaged stud-bolt.
