but why the monetary penalty for non-compliance?
simply de-activating such sim cards should be adequate penalty. wala pang red tape.

Under the IRR sims can be registered under a corporation's name. Just need the company's certificate of registration and resolution designating authorized representative.

Wala namang monetary penalty for the end-user for non-registration of sim. Deactivation lang.
