If Dream changes its downlink passcode, (and I understand that they do it quite frequently these days, what's the gameplan? I read that in China, these subscribers have to pay some money for the new passcode, and since it's not available on the fly, they have to wait for a few days/weeks....

Please advise.

You don't need to pay for the codes it's available on the net free as long as your reciever or STB has access for code edit menu. Also you will not wait for days/weeks specially if your box has AU software.
