nagiging doble bale eh di ba? nakasisingil sila ng paunti unti sa LAHAT ng meralco consumers under the System Loss Charge (which may or may not be meralco's fault) .. and yet kapag may na discover silang consumer na pinagdududahan nila (or even with evidence) na mukhang mas mababa ang naibayad sa kanila sisingilin nila uli.... eh di doble singil na sila dun?
I believe it's not that simple...

Actually, recovering such unaccounted electricity consumption lowers the system losses of utilities. In effect, these recoveries lower the system loss charge. These system recoveries are always accounted for and go to lowering the system loss for the next charging cycle. Yari sila kung may doble singil, 'coz may receipts ang kada transaction.

You also have to remember that the ERC is out to protect us consumers. They would have penalized Meralco and all the other utilities who have been doing this practice for a very long time.
