teka... if they are already charging the public for losses under the System Loss Charge item... wouldn't it be UNJUST ENRICHMENT on the part of Meralco if they charge it to their general users under the System Loss Charge, and then again collect the "losses in the past" from a particular consumer that they so happen to have evidence of some losses....

nagiging doble bale eh di ba? nakasisingil sila ng paunti unti sa LAHAT ng meralco consumers under the System Loss Charge (which may or may not be meralco's fault) .. and yet kapag may na discover silang consumer na pinagdududahan nila (or even with evidence) na mukhang mas mababa ang naibayad sa kanila sisingilin nila uli.... eh di doble singil na sila dun?
