Latest Android OS version is Marshmallow, before this is Lollipop, then Kitkat then Jelly Bean.
The older the OS, the more power hungry and cumbersome to use.
You should buy at least a Kitkat tablet. Some apps won't even run on very old OS

i think kitkat should be the lowest choice, if the popular apps are to be run-able..

Consider also a model with a decent front-facing camera if you want to escalate a voice call to a video call.
