Well this is the way I stress my point of opinion is there any guidelines all caps are prohibited?

As far as Internet etiquette is concerned, it is common knowledge that writing text in all caps is the equivalent of shouting in the verbal language. So unless you are really emotionally motivated by what you're saying, please refrain from using all caps in your entire text, as it can be off-putting.

If you must emphasize a point in your text, you can always use:
1. Underlines
2. Bold letters
3. Italics
4. 'Apostrophes' or "quotation marks"
5. *Asterisks*
6. -Hyphens-
7. _Underscores_
8. Colors!!
