i believe the top wants to maintain the status quo
the top can easily pull the bottom out of poverty
but that would be foolish
if masters provided their slaves with the means to stop being slaves, who will do all the work?
The top lives off the production of the bottom
you don't give the bottom so much that they stop producing
you give the bottom just enough that they'll be content, just enough that they don't go hungry, just enough that they don't rise up against the top
the top always takes more than it gives
it has been that way for thousands of years
